It seems it either works out of nowhere or you reinstall. I can't find a good link where CCP ever solves this problem. I can't. It's Either people saying it never gets fixed this 15% launcher issue and they just redownload entire game again.

I hate wasting time and making new threads but the "locked" and "stickied" thread about "broken launchers" (a point in instelf that there's a sticky for broken launchers) just has like three recent pages of people saying the launcher breaks at 15%...
